Assistant Manager, Technical Services

Assistant Manager, Technical Services - (160000A1) Description The Asst. Manager Technical Services (Leisure Amenities, Security Systems, Tender management) is responsible for managing all technical aspects relating to Asset Management within Emaar Community Management Operations. He will be mainly responsible for the management of all technical aspects related to the following; Leisure Amenities including parks, pools, kids play area etc., Security Systems including Access control system, intercom system, CCTV system, gate barriers etc. Management of Technical evaluation of all Tenders related to ECM. The Asst. Manager Tech Services reports to the Manager, Tech Services, ECM. The Asst. Manager Technical Services will work closely internally with Community Management Departments including customer care and externally with regulatory authorities, consultants and service providers. PRINCIPAL ACCOUNTABILITIES Operations Management: Provides technical input as necessary. Assists in delivery of technical projects such as major/minor rectification works. Delivers technical information to department personnel with accuracy and within given time constraints Attends meetings and gets involved with site supervision staff and field engineers. Team Management: Manages teams. Shares technical knowledge with peers and department members. Delegates work with clear work instructions and provide performance feedback to team members. Prioritizes and plans teams and own tasks to ensure they are completed within set deadlines. Technical Services Management: Monitors the statutory compliance requirements related to leisure amenities & security systems. Monitors and audits contracts for leisure amenities, security systems and all other technical services. Operates equipment requirements analysis. Monitors and audits outsourced service providers. Reviews relevant environmental matters. Writes brief documents and specifications on all technical matters. Authorises works from a technical feasibility perspective. Manages handover matters including close scrutiny of technical systems such as swimming pools, water features, security systems etc. Assists in writing specifications and documents relating to technical issues that affect asset management. Manages the remote monitoring services for all swimming pools across ECM communities. Review the updates and revisions to the applicable regulations on regular basis and notify the management and community teams on any changes, updates, or new regulations. Manages the Technical evaluation process of all tenders as per the established policy. Ensures that all the guidelines are strictly adhered to. Assists the site operations team to develop tender documents (Scope of works, technical evaluation parameters, technical scoring sheet, technical divider etc.) during new tender initiation. Coordination: Liaises with all ECM communities and service providers to ensure all services are in working order at all times. Compiles asset registers and develops life cycle information to predict future capital expenditure. Coordinates with all Service Providers and Community Management staff in order to effectively and accurately audit service provider’s performance. Customer Services: Ensures Emaar’s customers are provided with a comfortable & safe environment. Qualifications REQUIRED COMPETENCIES Minimum Graduate Degree. (Must) Minimum 5-year experience in a relevant technical role. (Must) Advanced knowledge of applicable Local Regulations & DM Guidelines. (Must) Advanced knowledge of different types of swimming pool systems and water features. (Must) Advanced knowledge of different types of security systems in residential buildings and their integration with other fire and life safety systems (Desired) Good knowledge of tender management process (Desired) Good knowledge of Green Building Regulations & Specifications. (Desired) SKILLS Excellent Technical skills in MS office and other common software packages. Ability to communicate clearly and effectively, both orally and in writing Good organisational skills and forward planning ability. Ability to resolve problems under pressure and be decisive keeping Emaar’s interest in mind. Flexibility and adaptability to execute the needs of the business.
